Downtown Capitol Club Tower Gets Go-Ahead From City Council

The development team - which includes local developers Allen Drouare and Shawn Elliott and Grand Rapids firm Robert Grooters Development Co. - has pledged to build a tower at least 12 stories tall with 122 owner-occupied units.

"It makes sense for us to build it taller if the demand is there," Drouare said.

Signs are positive so far, despite a sluggish state economy and sliding housing market, developers said.
